In-State Tuition for Immigrants: The DREAM Act

Currently, Congress is considering passing the Development, Relief, and Education for Alien Minors, or ‘DREAM’ Act, a bill that would enable illegal immigrants to receive the in-state tuition rate at colleges and universities. Although first proposed in 2001, the bill was just recently re-introduced. The purpose of the bill would be to give permanent residency status to illegal immigrants who came to the United States as minors and graduated from high school in the country. Additionally, immigrants would have to have lived in the country for at least five years prior to the bill’s enactment. Not only that, but the ‘DREAM’ Act would allow illegal immigrants who either serve in the military or attend a higher learning institution for at least two years to obtain permanent residency for up to six years. The bill would require immigrants to have a bachelor’s degree or have served in the military for two years with an honorable discharge. The bill would be in effect for illegal immigrants who were between ages 12 and 35 at the time of the bill’s enactment.

Those who are for the ‘DREAM’ express compassion and understanding for young illegal immigrants who seem to have no home in this country or their own; ironically, they didn’t make the decision to illegally come to the country, some illegal immigrants were brought into the country as infants. In fact, these young “illegal immigrants” are more American than anything else; in fact, some of these immigrants don’t even speak the language of their original country of origin. Supporters of the bill feel that these immigrants have just as much to offer as any other American citizen. With that in mind, they feel that the immigrants should be given opportunities to become American citizens with educations.

In contrast, those who oppose the ‘DREAM’ Act fear the consequences that the bill may have on the country’s already poor economical situation. Furthermore, opponents fear that the bill may encourage more illegal immigrants and additional law breaking. Not only that, but those opposed don’t like the idea that illegal immigrants and US citizens would be on a level playing field for higher institution spots and financial aid; it just doesn’t seem fair.

It seems that it comes down to caring versus realism. As President Obama puts it, “These are kids who grew up in this country, love this country, and know no other place as home. The idea that we would punish them is cruel and it makes no sense.” At the same time, with America in its current economic state, it would seem hard to fathom a bill that could potentially do further damage to the country’s economy.

Using A Criminal Justice Degree or Nursing Degree for the Workforce

These days, it is wise to enroll in a degree program for a field that has a high demand in its industry. With this in mind, there are many who may seek a criminal justice degree or a nursing degree to get in to an industry in which their skills will be needed upon completing an educational program. In either case, it is important to find a program that teaches the technical and practical skills necessary to succeed in the chosen field.

For instance, those looking into a criminal justice degree can look into a bachelor of applied arts in criminal justice. Such a program should give a wide ranging understanding of the criminal justice system even if the student decides to go into a special field. They should also come away from the program understanding key concepts in the field and its many theories.

It is also important that the courses in the criminal justice degree program cover a wide range of topics so that students get a deeper understanding of many issues relevant to the field such as community safety, deviance and victimization, incarceration alternatives, managing crimes, progressive reforms, recidivism, rehabilitation and restorative justice. These courses should help students develop analytical skills, critical thinking and organizational skills as well as interpersonal skills like communications, leadership and team building and other theories.

There are also options for a nursing degree. The bachelor of nursing’s regular program provides students with a well-rounded view of the nurse’s duties and responsibilities in many aspects of the field. By the end of the program, students should have a clear understanding of how nurses function in acute care health settings, community and public health settings and primary health care settings.

Students interested in a nursing degree also have another option once they have completed certain requirements in previous college course studies. With second entry preparation, students can turn their attentions to nursing studies and learn the same practices and theories taught in a regular nursing program. However, with the right prerequisites, this curriculum can be finished within a reasonable amount of time just as a regular program. Also, just like a regular program, a second entry program should have instructors who not only hold advanced degrees in the nursing field but also have some experience practicing their skills in the field.
